The Punjab Skills Development Fund (PSDF) is hiring a Manager Finance for its Lahore head office. The role leads the finance department's day-to-day operations and owns the annual budget cycle. You will make sure the organization has strong financial controls, reliable reporting and full compliance across everything it does. What we're looking for:
- Member of a recognized body of professional accountants with at least 5 years of relevant experience, OR a Master's in Finance or Accounts from an HEC-recognized university with at least 10 years of experience including 3 years at senior management level.
- Strong grasp of the TVET sector, business processes and ERP financial systems.
- In-depth knowledge of IAS and IFRS, the Companies Ordinance 1984, and audit and internal control standards.
- Expertise in risk assessment, risk management and deal structuring.
- Familiarity with tax regulations, banking laws and compliance standards.
- Strong leadership and team-management capability.
Key Responsibilities & Deliverables:
- Set finance department objectives and annual targets using trend and comparative analysis.
- Lead the full budgeting and planning exercise, engaging departments and coordinating with the CFO.
- Establish and enforce proper financial controls, and keep an eye on how new regulations and economic trends affect the fund.
- Produce monthly and quarterly management accounts, budget-versus-actual analysis and donor reports.
- Review the general ledger for accurate trial balances and liaise with external auditors for timely audits.
- Handle withholding tax filings, PSIDs, tax certificates and returns for vendors and training service providers.
- Manage cash flows against invoicing schedules and approved budgets under the CFO's direction.
- Lead and mentor the finance team to build an engaged, high-performing unit.
